what is the difference between view port scale and Page setup scale

Viewport scale is the scale of the viewport window that you make in the layout space. So, essentially you can make several viewports in a layout space and set the different scale for every viewport. However, the page setup scale is the overall scale of the Layout space where you can add multiple viewports.
