How to move a block using its base point?

I have trouble with the question 6 of AutoCAD mock exam 1.

The question is “Open “Dim.dwg” file. Switch to
    “Copier Room” view and make
“Copier” layer visible. Now move the
copier using base point as reference to 31130′,109797′. Now rotate the
copier again using base point as
reference by an angle of -90 degrees.
What is the Y coordinate of point
shown by red X on copier?”

Select move command then press and hold the shift key and right-click. Now a menu with a list of object snaps will show up. Select the “Insert” option from the list which is also the base point.

Now move your cursor close to the block and it will only select the base point of the block. Once select type the final coordinates of the block and the block will move to the required point.
